Executive Order on the Granting of Life Membership in the
Harris County Young Democrats to Harris County Treasurer Matthew Dylan Osborne
Presidential Actions - June 16, 2021
By the authority vested in me as President by the Constitution and By-Laws of the Harris County Young Democrats in Article III, Section VI.
I, JAMES S. BURNETT, President of the Harris County Young Democrats, in order to maintain Young Democratic representation among the Harris County elected officials, hereby order:
Regarding Harris County Treasurer Matthew Dylan Osborne, the following:
Article III, Section I: Membership in this club shall be open to any Democrat who is 14 years of age or older, but has not yet attained the age of 40 years. Any eligible Democrat may become a member of this club by (a) completing a signed registration form, (b) submission of form to the Vice President, or in his/her absence submission to the President.
Is hereby rescinded.
Article VIII: There will be mandatory dues for an annual membership. (See Article III, Section IV.) In addition, members are requested to contribute to the regular expense of maintaining the club to the best of their financial ability.
Is hereby rescinded.
Harris County Treasurer Matthew Dylan Osborne is to be granted membership in Harris County Young Democrats and be giving the distinction of “Young Democrat” for the remainder of his life.
Amendments to this Executive Order can be used:
This order is to take effect on this day the 16th of June 2021.

- Retroactively to grant the same distinction to former members of the Harris County Young Democrats, former Harris County elected officials, former Municipal elected officials within the county, former Members of the Texas Legislature, and former Members of Congress.
- Proactively to grant to the same distinction to those listed above nearing the age out limit set forth in Article III, Section I.
This order is to take effect on this day the 16th of June 2021.
